On Possibility of Disintegration of Pakistan

Ayesha Jalal, a celebrated historian of Pakistan even admits that for the last 62 years since its creation, Pakistan has been battling for the survival, though being a Pakistani she does not admit or say that Pakistan is facing disintegration. Though she has written about Taliban, their creation by USA and Pakistan to oust USSR communist from Afghanistan, which had virtually become a communist country for a number of years. “US and Saudi Arabia” gave billions of dollars to Pakistan Army to oust communist from Afghanistan and punish or exile Afghan communists who supported Soviet Union and established communist government in Muslim Afghanistan. Pakistan Army funded the substantial amount of this money to Madrassas in NWFP and tribal areas….. these madrassas became assembly places for militants who were considered to be an asset to the Pakistan Army’s quest for strategic depth in Afghanistan. Once the Russians left the Army continued to ‘Jehad’ in Afghanistan and Kashmir to the deteriment of Pakistan’s internal security.

 

          Being a Pakistani she has not concluded or mentioned in the article that NWFP which had been part of Afghanistan would want independence from Pakistan and either be an independent  country or join Afghanistan. Pakistan is battling for survival because of Jehadi’s led by Talibans of NWFP and  Jehadis of any type in Punjab.  

          Similar is case of Balochistan, where militants are fighting for independence. Another Pakistani writer Omer Farooq Khan says about Swat, “there is no guarantee of success for so troubled a region.. What happens in Balochistan where separatist movement has waged its own war since 2004? What happens then ? Does a new fault line taking failing   Pakistan to the point of no return?” It will be observed that both the prominent Journalist of Pakistan are of the opinion that Pakistan has reached ‘point of no return’ so far as unified Pakistan with NWFP and Balochistan, as its provinces, is concerned, its fate depends on the fate of USA’s failure or success in Afghanistan. If USA fails in Afghanistan as it failed in Vietnam war against communists then Pakistan cannot remain unaffected. It may face disintegration as flow of billions of dollars from USA and Saudi Arabia will stop and Pakistan’s Army may not get incentive to fight or even get normal pay and allowances.  

          India has suffered for almost 62 years from Pakistan’s menace and its sending armed Talibans or other tribal from NWFP to Kashmir. This criminal folly of Pakistan has cost heavy tall of Army and para military personnel as well as Kashmir’s peaceful citizens. Pakistan’s encouragement, financing and arming of Taliban and other terrorists  led to many attacks in India, to name few, attack on Parliament, attack on Bombay train and latest attack on Taj Hotel killing many, including foreign citizens. Thus India would be anxiously watching when NWFP secedes or becomes calm and quiet. Whether Pakistan remains intact or disintegrates.

 Even in 1952 when Pakistan was well established and there was no tribal problem, if any, it was being ignored, LOVEDAY PRIOR in his book Punjab Prelude, writes: “A substantial portion of Pakistan revenue is allotted to trans border tribes to buy them off, all the same both these are being stirred up by Afghanistan to claim the secession of NWFP and other tribal areas from Pakistan.”

 

          East Pakistan i.e. East Bengal now Bangladesh has already seceded from Pakistan because Pakistan tried to impose West Pakistan Army and Urdu language on Bengalis. This had failed and with the help of neighboring India it seceded and came to be known as Bangladesh, an independent country. Similarly Pakistan, all these 62 years has been trying to impose Urdu, the national language of Pakistan on Pashtu speaking Pathans but has failed and faces secession of NWFP.

 

 

          Pakistan, in this unprecedented turmoil, is not in a position to enter into any agreement on Kashmir with India. It is therefore better to see which way the wind blows: whether NWFP remains part of Pakistan or not. Pakistan disintegrates or not. Talibans and other Jehadis became normal citizens of Pakistan or not. Suicide Bombing by Talibans stops or not. Peace returns to Pakistan or not.

           Intervention in Afghanistan to finish the Taliban rule and eliminate Talibans, there are daily attacks by American Air Force on tribal Taliban in Baluchistan  border and even in NWFP. Already Swat Valley in NWFP virtually declared independence and it was reluctantly recognized by Zardari Government as it had signed Peace Agreement with violent Talibans then. But Talibans continued to fight. Pakistan is in dilemma if it is too tough on Talibans, it will face their wrath more ferociously. On the other hand, if Pakistan is lenient, it will lose American support and money to survive. Thus dismemberment of Pakistan is now a greater possibility than ever before. Talibans, a creation of Pakistan and USA so as to oust Communists, in which they succeeded, and Afghanistan became free of Communists. NWFP has become Talibans and other terrorists breeding ground and headache for USA, Pakistan and even India. How long Pakistan with help from USA will be able to control by war and bombing Talibans? This war cannot go on forever and even for long. Accordingly, further dismemberment of Pakistan seems a possibility, after East Pakistan having seceded. Americans cannot go on fighting in Afghanistan for decades to save Pakistan from Taliban’s and its eventual dismemberment.

India 1998 – 2004

Narsimaha Rao government was a blemish on Congress which was led by leaders like Gandhi,Patel, Rajendra Parsad and Nehru. As a result in 1996 elections congress and Narsimaha Rao were trounced. Congress getting only 140 seats against BJP ‘s 161. Thus BJP’s leader Atal Bihari Vajpayee was invited by President to form the government but after two weeks Vajpayee resigned as unlike Narsimaha Rao he did not indulge in malpractice of purchasing MPS to continue in power, as Vajpayee was a rational leader and a veteran who had been MP since 1950’s and was a man of principles. Till next elections of 1998 this country was ruled or misruled by hotchpotch of political parties and called United Front or by any such name under H.D Deve Gowda’s Prime Ministership.

In 1998 elections Congress seats in Parliament touched the lowest. Congress got only 114 seats against its rival the other National Party BJP. As with a number of allies, BJP as leader of National Democratic Front (NDA) formed the government under the Prime Ministership of Vajpayee from March 1998. This was a stable government which could and certainly did a lot for the nation.

The first test of capability and boldness came when Pakistan tested successfully medium range missile called Gauri after a terrorist Muslim invader who had destroyed many temples in north India and killed thousand of innocent Indians in his March from Khyber Pass to north west and central India devastating everything that came in the way. Vaypayee government got ready to give more than a befitting reply to Pakistan’s aggressive attitude and celebrations. Thus just after two months in May 1998 India tested not one but five nuclear devices in Rajasthan from where in 1974 India under Indira Gandhi’s government had tested first ever nuclear device. India showed boldness to the entire world, particularly to Pakistan and India’s Home Minister L K Advani and Defence Minister George Fernandes warned Pakistan and even China for any aggressive action in Kashmir or north east of India.

Inspite of nuclear test by both Pakistan and India, Vajpayee remained cool and farsighted. In early 1999 Prime Minister Vaypayee visited Lahore.

This was a historic visit as PM Vajpayee initiated first ever Bus service from Delhi to Lahore. It was also a historic visit as both India and Pakistan had tested their nuclear bombs and it was feared the Kashmir dispute may not escalate into a full fledged war even with nuclear weapons. Vajpayee’s speech was like applying ointment on Indo-Pak wounds and Prime Minister Vaypayee’s coolness and aptitude as a seasoned politician and former Foreign Minister in Morarji Desai government did wonders. Both India and Pakistan realized the havoc that a nuclear war would cause. It will be worthwhile to quote from his speech, as under:
“I have brought one message from India. There can be no greater legacy that we can leave behind than to do away with mistrust, to abjure and eliminate conflict, to erect an edifice of durable peace, amity, harmony and cooperation. I am confident that through our combined efforts we will succeed in doing so, no matter how hard we have to work in achieving it.”

In appreciation of work and conduct as a politician, as well as his intelligence and remarkable honesty above a few lines are example from Atal Bihari Vaypayee’s speech. Howsoever Vajpayee and Nawaz Sharif liked and tried for maintaining cordial and friendly relations as never before, opening a new chapter in the honesty of Indo-Pak good neighborly relations but events like military coup by Musharaf, deposition of lawfully and democratically elected Pakistan Prime Minister Nawaz Sharif and above all Pakistan Army’s aggression in Kargil area of Kashmir brought hostilities and mistrust.

Kargil area of Indian Kashmir is crucial for the protection of Ladakh. It is also important because Kargil hill tops under Indian control protect the Leh Srinagar highway. Pakistan thought that once these tops of Kargil were occupied by their forces it will be virtually impossible, in their view, for India to dislodge their forces and reoccupy it. But they were mistaken: they had forgotten the Indian Army’s courage and determination as evidenced in surrender of 90,000 Pakistanis soldiers with generals on the defeat of East Pakistan and creation of Bangladesh as well as defeat of Pakistani Army in 1965 and India’s occupation of Haji Pir. But Pakistan’s high command felt that as they have nuclear power matching with India, Government of India under BJP will hesitate to dislodge their forces from Kagil heights , fearing nuclear war. But that was not to be as Prime Minister Vaypayee was not like Charan Singh or Morarji Desai. He was a man with iron determination.

In May 1999 Indian Army was alerted by Kashmiri shepherds about unknown Pakistan’s soldier and Pathans. Kargil war was Musharaf’s war against India as Chief of Pakistan Army. But as Pakistani Army was mauled and given crushing defeat by Indian Soldiers though Pakistan had initially occupied all the tops of the Kargil hills and it appeared to Pakistani Army and Musharaf that Indian Army will not dislodge the Pakistani Army. But as after fierce fighting by Indian Army aided by Indian Air Force, Pakistan and Musharaf’s army was given humiliating defeat, Musharaf hit upon the idea to put the blame of defeat on Pakistan’s PM Nawaz Sharif. So he staged a military coup in Oct ’99 and dislodged Nawaz sharif and himself became the President of Pakistan. Pakistan had lost more than 2000 soldiers in comparison India lost about 500 valiant soldiers from all over India including Nagaland, Orissa and Karnataka besides majority being from northern Army.

It was Vajpayee’s first victory, a great victory as PM which washed off humiliation of Indian Army defeat in 1962 China war. While China had intruded into north east of India exploring vast area and leaving the conquered territory of India at their own will, the Pakistan Army in Kargil war was crushed and India captured with fierce fighting all the hills of Kargil area including Tiger hill.

Jinnah and Creation of Pakistan

Mohd Ali Jinnah the creater of Pakistan, who instigated communal riots, Muslims killing Hindus in Calcutta in 1946 and when he became the Governor General of Pakistan not only endorsed but encouraged the Muslims of West Punjab, in particular, to terrorize and even kill Sikhs and Hindus particularly the Sikh farmers and land owners in Lyalpur and Montgomery Dist which the Sikh farmers from East Punjab had turned into ‘Wheat Bowl’ of Pakistan by their hard work in two to three decades, so that Muslim farmers could occupy these fertile lands.
At the time of partition of India and creation of Pakistan only two states with Muslim majority were being ruled by Muslim League, Bengal and Sindh. At partition time Bengal and Punjab were divided, If NWFP had been offered the choice of independence or Pakistan it would definitely not joined Pakistan as is seen by the turmoil in NWFP and Baluchistan to this day after more than 60 years.
The great Calcutta Killings provoked by the Muslim League and its leader Mohd Ali Jinnah and Bengal Chief Minister Suhrawardy were responsible for the great and unprecedented Killing in peaceful Calcutta. Jinnah had said that to achieve our aim of getting Pakistan, ‘today we bid goodbye to Constitutional methods’ and August 16, 1946 was declared, Direct Action Day to instigate Calcutta Killing, a public holiday to give free hand to Muslim League hooligans to Kill Non-Muslims, Hindu and even Sikhs. Police and administration were absolutely inactive, non visible for the whole day so that Jinnah’s Words were put into action. That was the beginning of Partition Riots in which Lakhs of Hindus and Sikhs from West Pakistan in particular were killed and forced to leave their homes and farms and property and in retaliation Lakh of Muslims, too, were killed mostly in India, Punjab and mostly by Sikhs so that Killings of Hindus and Sikhs by Muslims of Pakistan come to an end.

Jinnah’s above Speech is in glaring contrast to his Speech of August 46. As it was too late and followers of Muslim League continued with their Killings for which Jinnah can not be absolved. In Contract Gandhi Ji Nehru and even Sardar Patel never instigated Hindus and Sikhs to Kill Muslims.

Origin Of Two Nation Theory

British and Syed Ahmed Khan were co-founder of Pakistan as British preferred to rule by the policy of Divide and Rule, So they encouraged men like Sir Syed who was just a sub-judge but well versed in English and Knighted by British Government on the obvious recommendation of British rulers of India, to perpetuate and strengthen two nation theory initiated by their policy of ‘Divide and Rule’ ie divide Hindu’s and Muslims so that they unitedly do not create problem for British rulers demanding, in due course, independence, but instead fight among themselves.
I reproduce below extracts from Speech of Sri Syed Ahmed from the book ‘Great Speeches of Modern India’ by R. Mukherjee.
This fiery speech was delivered by Syed Ahmed in Meerut in 1888, just three years after the creation of Indian National Congress by Octavian Hume in Bombay which was meant by the British Rulers that it would remain Loyal to British Government of India. Thus it will be seen that foundation of two-nation theory in India was laid down by the British with the help of men like Syed Ahmed Khan.
“I will treat in regular sequence of the political questions of India, in order that you may have full opportunity of giving your attention to them. The first of all is this, In whose hands shall the Administration and the Empire of India rest? Now, suppose that all the English and the whole English army were to leave India, taking with them all their cannons and their splendid weapons and everything, then who would be rulers of India? Is it possible that under these circumstances two nations- the Mohammedans and the Hindus- could sit on the same throne and remain equal in power?
